MAIN PURPOSE OF THE JOB:

Ensuring that the schools facilities are maintained efficiently and effectively in line with client expectations and to a standard that is pleasant, safe and compliant with all relevant guidance and legislation.

Key liaison for Client Representatives ensuring positive constructive relationships based on long term partnership.

Monitoring performance and provision of formal monthly reports to the client and Head of Service confirming compliance with the requirements of the contract and identifying issues for discussion, future workload, risks and opportunities.

Controlling expenditure on delegated budgets within agreed limits, ensuring that value for money is achieved.

Proactive and effective risk management; establishing contracts, procedures, health and safety systems and audits which ensure that the services are compliant with legislation and that contingency plans are in place.

To manage the delivery of a building and asset maintenance service through the local management team and specialist supply chain partners, primarily focused on the Council’s school portfolio.

To act as a key point of contact for stakeholders and customers.

To continually develop the schools’ model to meet customer need, align with customer expectation and improve the level of buy back and retention of service provision.

KEY RESULT AREAS:

• Oversee the delivery of FM Services to a number of Schools (Predominantly Hard Services) in collaboration with the Head of Service.
• Develop site-specific policies and operational procedures, which fit with the company’s value framework and match the requirements of the client.
• Ensure delivery of a safe, customer focused, cost effective, efficient, and compliant service in order to meet its contractual and legal obligations.
• To contribute to the formulation of strategy and policy for the effective management of the Council’s property portfolio.
• To deliver budgeted targets for profit/performance related to a work stream/function.
• To manage excellent relationships with the client, supply chain partners and other partners.

• Working with the wider FM/Compliance Team to ensure compliance with all statutory and relevant company/client policies generating a true health and safety culture.
• To support and lead the introduction of operational best practice into the region or contract.
• To ensure that the operational aspects of his/her remit are delivered in accordance with the SLA by an agreed programme of qualitative checks and control measures and to rectify identified deviation where appropriate.
• To develop maximum profitable growth of the business through understanding client needs, maximizing the services delivered and championing excellent customer care.
• To ensure that a Continuous Improvement Process is an integral part of service delivery increasingly adding value to both the business and our client.
• Assist in the establishment of systems of monitoring and control, designed to ensure appropriate control over all critical service points, to maximise customer satisfaction, minimise customer complaints and other adverse feedback.
• To ensure that maintenance records are held and updated as required.
• Analysis of budgetary information to assist in annual budgetary and monthly forecasting processes. Work within clear budgetary guidelines and contribute to budget planning.
• To be a member of and chair working groups and/or other teams as appropriate.
• Work flexibly within the wider RFM team undertaking any other duties, which contribute to client satisfaction.

AGREEMENT OF OBJECTIVES AND PERFORMANCE REVIEW

• Annual objectives and targets for the post will be agreed with the Head of Service. There will be regular performance reviews including two-way discussion and formal appraisal.
KEY COMMUNICATION LINKS AND RELATIONSHIPS

• Very regular communication with the Head of Service and other members of the FM team.
• Very regular communication with key client contacts, school representatives and customers at a senior level.
• Regular communication with other Company Managers.
• Frequent communication with subcontractors and suppliers.

QUALIFICATIONS, SKILLS AND COMPETENCIES REQUIRED:
• Degree/diploma or professional qualification in a Facilities Management discipline or have equivalent experience
• Previous experience in a supervisory capacity
• Good level of computer literacy
• Budget awareness to balance need for quality & profit
• Analytical & problem-solving skills
• The post holder will have experience of engineering, property maintenance and project management.
• Hold an accredited H&S qualification.
• The successful candidate will require a DBS/Disclosure Check.
